Sparks mayor Geno Martini desperate: turns city meeting to prayer

Is the City of Sparks so bankrupt of ideas and conflict resolution skills that this clueless mayor has to resort to prayer in a public meeting … held in a publicly funded venue? Does anybody take issue over this besides me?
